PPP: Integrating Theories With Practice

On October 26, 2014, PPP: Integrating Theories With Practice seminar was held in academic hall 604 of the Central University of Finance and Economics. It was organized by PPP Laboratory (PPP LAB) of RCCEF and Chinese Public-Private Partnership Network (PPP China). More than 40 experts and scholars attended the seminar. They are from Tsinghua University, the World Resources Institute, Chinese Academy of Urban Construction, Jinzhou Group, COSCO Logistics, Beijing Environment Exchange, Ping An Securities, Law Publishing House and the Central University of Finance and Economics. This was the first off-line seminar since the establishment of PPP LAB in April 2014 by RCCEF. The seminar had two components, which are deep analysis of some classic cases and Q & A by on-site experts.


 

The seminar was hosted by Dr. Zhao Guoqin of PPP Lab. Professor Wang Yao, the director of RCCEF, and Dr. Li Gang, the CEO of PPP China, delivered keynote speeches. They expected that this seminar could serve as a platform to increase the public’s understanding PPP from theoretical and practical perspectives, enhance knowledge exhcange among different industries and research areas.


 

In the seminar, the leading scholar in the field of PPP, professor of Tsinghua University Wang Shouqing shared theoretical knowledge about the "BOT / TOT / PFI → PPP concepts, frameworks and core". Professor Wang explained project financing, franchising, government and enterprise cooperation, systemically distinguished BOT, PFI and PPP, and compared them in their structure, participants and benefits, etc. He then summarized the various definitions of PPP in different countries and agencies, explained broad and narrow PPP, comparison of horizontal and vertical cooperation model of PPP, four core principles associated with PPP, and applicability of PPP for various projects. Professor Wang Shouqing’s thorough explanations provide the participants with insights and clarifications.
