On 9th June, Yao Wang, the director of RCCEF attended ‘The Fifth Ditan Forum- Opportunities Under the Beijing-Tianjin-Hebei Low-Carbon Cooperative Development ’, which was jointly hold by the National Development and Reform Commission of Climate Change (NDRC) and Beijing Municipal Bureau of Financial Work. The topic ‘Opportunities under the Beijing-Tianjin-Hebei Low-Carbon cooperative development is a combination of the major national development strategy and the need to explore an effective way for ecological civilization construction, which was pointed out by the President Jinping Xi when listening to the Beijing-Tianjin-Hebei cooperative development report. The conclusion of the forum is that carbon development and market mechanism are the keys to realize Beijing-Tianjin-Hebei integration. Zhenhua Xie, the deputy director of NDRC and Xiaochao Yang, the deputy mayor of Beijing made speech. There are more than 300 people participating in the forum from Chinese and foreign low-carbon firms and energy companies, financial investment institutions, NGOs, academic institutions, think tank and media.
The discussion topics of the forum included carbon trading and carbon finance, carbon disclosure and carbon information management, agriculture and forestry carbon sink and ecological compensation market-based mechanism and energy efficiency financing innovation. Professor Yao Wang attended the forum as the special guest and made a speech about carbon market and carbon finance innovation. She pointed out that the first step is to develop financial service for carbon asset. Apart from the regulations, the public capital should play a role of levering the private sector in the risky market. Difficulty in derivatives market is the understanding of the risk of carbon market.
