RCCEF’s International Cooperation Report was issued at “China-India Strategic Economic Dialogue

On March 18th, 'The Third China-India Strategic Economic Dialogue' conference was held in Beijing. The English report, “China-India Low Carbon Development Research: Problems and Challenges”, which RCCCEF participated in was issued at the meeting. The dialogue was co-host by Shaoshi Xu, the director of the National Development and Reform Commission (NDRC) and Ahluwalia, the vice President of India Planning Commission. The conference participants included Xueshan Yang, vice minister of Ministry of Industry and Information Technology, Dongfu Lu, vice minister of Mistry of Transportation and director of National Railways Administration, Zhenmin Liu, vice minister of Ministry of Foreign Affairs, Xiangchen Zhang, assistant minister of Ministry of commerce, Xiaoyu Zhao, deputy governor of China development bank, officials from the Chinese ministries, state-owned group companies, research institutes, Indian officials in ministries and institutions. Yao Wang, director of RCCEF, was invited to attend.



Low-carbon development is a key topic of mutual interest to both China and India. In May 2012, the United Nations Development Program (UNDP) and the National Development and Reform Commission (NDRC) jointly launched the research project. The research is conducted by two parties’ research institutions. One is India Energy and Resources Institution, under the supervision of Rajedra Pachauri, the winner of Nobel Peace Prize and chairman of the UN’s Intergovernmental Panel on Climate Change (IPCC). Institutions from China include National Center for Strategic Research and International Cooperation on Climate Change, Central University of Finance and Economics and Zhejiang University which carry on research to low-carbon strategy, low-carbon financing and low-carbon technology respectively.


RCCEF Director Yao Wang is the leader of Low-carbon Financing project. Under her leadership, the team has maintained close relationship and has held many colloquiums with UNDP and NDRC during the research. Moreover, they have build up a long-term cooperation on research. During the China-India Strategic Economic Dialogue, the two parties signed Memorandum of sustainable urbanization, information and communication technologies and drew up a joint action plan of carrying out research on urbanization and energy. As one of the outcomes of the conference, “China-India Low Carbon Development Research: Problems and Challenges” report was highly valued by both parties. The director of NDRC, Shaoshi Xu and vice president of India Planning Commission Ahluwalia congratulated on the research success and spoke highly of the project team.


On March 17th, the UNDP and NDRC have held the report pre-conference in the embassy of United Nations, with more than 80 participants and 20 medias.
