Biography:

Dr. Cao is a Professor(Beijing Young Talents) and Deputy Director of Pubilc Administration Department of School of Government in Central University of Finance and Economics. 

With a Ph. D in Pubilc Administration from Peking University, Since 2008 he taught at the Central University of Finance and Economics. He was visiting scholar of the University of Texas at Austin (2015-2016)

His teaching and research interests include Performance Management for Budget, Public Administration Theory and Methodology, Contemporary Chinese Government and Politics

He has published widely in these areas. He has published works such as Department Budget Performance Management, Budget Performance Management Theory and Practice (co-authored), Government Performance Measurement and Evaluation Methods (co-authored), PPP Project Performance Management (co-authored), Budget Performance Management Beijing Model (co-authored).

He presided over ten national, provincial and ministerial level and international cooperative scientific research projects.

He presided over or participated as Deputy group leader in the World Bank's technical assistance project: China's 14th Five-Year Plan for Budget Performance Evaluation and Research, the Provincial and Ministerial Co-construction Project of the Ministry of Finance of China: the Cost-Benefit Analysis and Research of Budget Projects. the Beijing Municipal Bureau of Finance: the comprehensive performance evaluation of financial operation at the District and county level in Beijing, and the cost performance analysis of key areas, etc, Participated in the drafting and demonstration of the Opinions of the CPC Central Committee and the State Council on the Comprehensive Implementation of Budget Performance Management, PPP Performance Management Guide and other documents. Participated in the research and demonstration of the "Beijing Model" of budget performance management.

He also serves as a experts from the "Key Performance Evaluation Expert Review Committee" of the Budget Review Center of the Ministry of Finance of China, experts from the Professional Committee of Performance Management of the Chinese Academy of Finance, special experts from the Beijing Institute of Finance, high-level experts in budget performance management of Yunnan Province, High-end expert in budget performance management of Tianjin Finance Bureau etc. He is a recipient of “The second prize of outstanding achievements in philosophy and social sciences in Beijing” Award from Beijing Municipal Government.
